MSDE install fails on Server 2003 - HELP!

I keep getting setup errors in MSDE. None of the KB articles I've found have
helped. Here is the MSDE setup log:

Any ideas on how to fix this? The system I'm installining on is Windows
Server 2003, Standard Edition, no SP.

actually a
RETURN VALUE 3
entry should indicate the problem, but I can not see it in your log... is
this all there is?
are you trying to install MSDE in Terminal Server application server mode?
