MSDE installation problem

Dear all,
I have a installation problem on MSDE and install to window 2000 server,
while installing MSDE, it shows error "1607: Unable to install InstallShield
Scripting Runtime", then rolling back.
Does anyone experienced the same problem?

Are you running the setup whilst logged in as Administrator or a user with
administrator privileges?

Also:
Make sure you have the Windows Installer Service enabled and set to manual:
Browse to Control Panel > Administrative Tools > Services.
Verify that the Windows Installer Service is enabled.
If the Windows Installer Service is disabled, set it to Manual.
Refer to InstallShield? Knowledge Base Article - Q107094, ERRDOC: Run-time
Error 1607, for more information.

I am currently experiencing the same problems with installing MSDE.
I have checked everything above.
The server that i am trying to install onto is a domain controller.
I have previously installed on servers which are not domain
controllers without problems.

I have cracked this one on the Domain controller.

Had to change the PDC to the original domain controller, at some point
in the past we added a DC and that new one took over as the Primary.
