MSDE Install Failure - error code 6

During one of our client's install of MSDE 2000, they are getting this error message in thier install log:
Registering performance counters from sqlctr.ini
PerfmonLoad routine returned error code 6
Action ended 12:07:55: InstallFinalize. Return value 3.

MSI (s) (10:FC): Product: Microsoft SQL Server Desktop Engine -- Installation operation failed.

Does anyone have any idea on how to fix it?
