MSDE comes with Osql command line utility that you can use to interact with your
server. Unfortunately, MSDE does not come with any UI tool.
Andrea has done a great job at getting a free UI tool for you. You can get more

If you're already familiar with T-SQL, you can use our free tool, QALite from
site.

I see that TOAD now comes with a freeware version for SQL Server. I
haven't tried it, but I presume you could use it to connect to MSDE.
Coming from an Oracle background you may have used TOAD before so it
could give you a leg up.
